Miller Reintroduces Bipartisan Strengthening Cooperation and Security in the Middle East Act
Washington, D.C. – Today, Congresswoman Carol Miller (R-WV) reintroduced the bipartisan Strengthening Cooperation and Security in the Middle East Act with Congressman Jimmy Panetta (D-CA), which would require a study on the benefits of the Comprehensive Security Integration and Prosperity Agreement (CSIPA) and how the framework can be altered to entice other countries to join. integration in the full spelling out of CSIPA.
“It’s critical that we enhance the relationship with our allies in the Middle East to promote trade opportunities, collaborate on technology initiatives, and neutralize Iranian proxies that have taken American lives and disrupted global supply chains. Encouraging other countries to join Bahrain in the CSIPA will allow us all to work together to strengthen our nations’ economic ties and enhance national security through investment in technology. Our legislation will promote peace through strength by bolstering relationships with our allies, and I look forward to ensuring that CSIPA is aligned with American interests,” said Congresswoman Miller.

Background:
- The United States signed the Comprehensive Security Integration and Prosperity Agreement with Bahrain in 2023, which created a framework for cooperation on security, technology, and investment initiatives.
- CSIPA proved to be crucial during the Houthi violence in the Red Sea, and expanding the agreement to include our other Middle Eastern allies can help stabilize the region.
- In December 2024, the United Kingdom announced their intention to join CSIPA.
- This bill would require the Secretary of State to submit a report and strategy to Congress on ways to increase CSIPA membership.
- In the 118th Congress, Congresswoman Miller also introduced a resolution to strengthen diplomatic ties with Bahrain.
