Rep. Miller's Statement on the Israel Security Supplemental Appropriations Act

November 2, 2023

WASHINGTON, D.C. - Today, Congresswoman Carol Miller (R-WV) released the following statement on her support for the Israel Security Supplemental Appropriations Act to allocate $14.3 billion to Israel as it responds to the barbaric attacks by Hamas terrorists. Funding for Israel will be offset by recissions from the Inflation Reduction Act of 2022, cutting the budget for hiring an army of agents at the Internal Revenue Service (IRS) to harass American taxpayers.

“Today, I voted in favor of providing Israel with $14.3 billion in resources to support them as it continues to defend itself and fight against the violence and evil acts of Hamas,” said Congresswoman Miller. “With Israel being one of our most important allies, this funding package affirms that the United States unequivocally stands with Israel and condemns any form of attacks against it. The Israel Security Supplemental Appropriations Act will ensure government accountability is enacted as we provide the necessary funds for Israel. I am looking forward to the swift passage of this bill on the Senate floor.”

Background:
The $14.3 billion emergency supplemental appropriations packaging includes funding for:

  • $4 billion to replenish Iron Dome and David’s Sling missile defense systems,
  • $3.5 billion for the “Foreign Military Financing Program” procurement of advanced weapons systems and defense articles and services,
  • $1.2 billion for the continued development of the Iron Beam system to counter short-range threats,
  • $1 billion for artillery and munitions production: $800 million to the Army for ammunition, $10 million to the Navy for weapons, and $38 million to the Air Force for missile procurement.

Additional funding will provide the American military with $4.4 billion to replenish domestic defense stockpiles, $150 million for an enhanced security presence in the U.S. Embassy, and $50 million for the evacuation of U.S. citizens from Israel.

The Israel Security Supplemental Appropriations Act will require the Secretary of Defense and Secretary of State to provide detailed written reports to Congress outlining U.S. security provided to Israel.
